Water baptism is described in the Bible as a pre-requisite for being born again. Jesus himself was water-baptised and when he sent his disciples out to evangelise, he instructed them to baptise them. Water baptism is seen as a sign of repentance (Matthew 3:11) and a symbol of dying to one’s old self.
Although the Bible commands water baptism, it does not expressly state the need for a witness. The story of the Eunuch being baptised in Acts 8 also indicates that a baptism with no witnesses is valid. The Bible only reports Phillip and the Eunuch going down to the water for the baptism. Afterall, it is by grace that we are saved and salvation does not depend on human observation. God sees our hearts and he is the ultimate witness
